Hospital board properly denied medical staff membership and surgical privileges to a doctor accused of sexual harassment against staff at another hospital. The findings were supported by substantial evidence based on the entire record of the Judicial Review Committee, written submissions, direct testimony from the doctor, and arguments from attorneys for both sides. Where permitted by a hospital's bylaws, its governing body may, using its independent judgment, completely overturn the decision of a medical staff-selected hearing committee. Hospital’s board properly used its independent judgment in determining whether to reverse the decision of its Judicial Review Committee.
